Walthamstow to Stratford is perfectly quick with the connection at Tottenham Hale, so I don't see the justification in spending millions reopening Hall Farm.
What is needed is secondary service Crewe to Preston because it is the only section seemingly not served by a second operator. Also would help compete on the pricing front.

You have to remember that LNER Class 801 can accelerate faster to 100mph than a GN Class 387. And maybe only fractionally slower than a Thameslink Class 700. The Class 810 Aurora units are predicted to be similar performance maybe slightly slower than a Class 801. So right now, the 140mph...
