Though the question could be raised as to why a low-speed, single track branch needs more intrusive OHLE than a 100mph main line, other than “that’s how we do it now, stupid boy!”.
Not necessarily - for two reasons. The first one is that the Edinburgh departure is "against the flow" so would probably count as off-peak anyway.

The London Railway Atlas (Joe Brown, 2009) shows the curve, with the note that the earthworks for the curve were completed (without a date), but that the track was never laid for through running. The embankment (doesn't say which bit) was used as a siding for a time.
There was / is a similar one at Treforest asking drivers whether they were stopping at Treforest Estate - one of the rare Valleys stations where not everything stops (though I think they now do - or soon will).

Their objections might have been dismissed - but perhaps not their claims for appropriate compensation. If you are invited to register objections and do not do so, you have only yourself to blame if it is assumed that you do not have any.
There is definitely a need for through services across Bristol. Whether they need to be provided by the Portsmouth - Cardiff is another question. I suspect the MOD might have something to say about the loss of a through service from Portsmouth to Filton AW - even if rarely used!
