Gwr Rpi inconsistency

Theres currently rpi on the marlow branch train
One old lady did not have a ticket so the rpi sold her one on the spot, no questions asked.
A young girl (about 15) did not have a ticket, the same rpi asked why didn't she have a ticket and took her details.
I overheard the conversations with both people. Both people caught without tickets acted in the same way, no arguments of attitude.
I believe ageism from the rpi

It's discretion at the end of the day. Maybe he felt one was more likely to be accidental, one accidental. Ultimately it's his call.

Could be one of them was known to have done it before, when I was an RPI both categories of customer young and elderly were those where you could use your discretion.
